IT Program Manager 2022 – 2023
NC Department of Health & Human Services, Information Technology Department — Raleigh, NC
  • Led the DHHS Medicaid Enterprise System (MES) Program Managers of the Project Management Unit (PMU). The program consisted of Pharmacy (PBM), Integration (SI), and Provider Data Management/Verification Organization (PDM/CVO).
  • Project Portfolio Manager (PPM) Support:
    • For project management contract personnel: reviewed and approved weekly Vector and DTTS timesheets; took appropriate action on expiring engagements and contract employee releases.
    • SDLC: ensured compliance with Touchdown standards, as noted in the PM Framework document, as well as DHHS, DIT, and CMS standards.
    • Day-to-day project management oversight included ensuring project managers were in compliance with updating risks/issues and eliciting new ones, documenting/updating actions and decisions, and confirming meeting standards were being followed; provided leadership support as needed via coaching and one-on-one meetings.
    • Provided weekly updates to Portfolio Management on escalations, project activities, and program risks/issues during weekly 1:1s to keep the PPM fully abreast of project management activities.
    • Designed and developed a lessons-learned list in SharePoint for each of the projects in the program.
  • ITD Transformation:
    • Aligned day-to-day work with established PMU PM Framework standards, processes, and procedures; supported the move from Touchdown to JIRA for all risks, issues, actions, and decisions.
    • Developed training and job aids for new and updated process changes.
    • Responsible for updating/maintaining project management templates to align new and updated "ways of working" by creating a "New Ways of Working" training; posted it to the Project Management Hub and trained the project managers with the understanding it is a living document while new standards, processes, and procedures are put in place.
  • Communication and Coordination:
    • Assisted project managers, the portfolio manager, and executives in staying abreast of project progress by creating a Tableau dashboard that acted as an in-depth scorecard, accessible by anyone with a DHHS login.
    • Created a "Project Manager's Hub," a SharePoint Teams site consisting of information, document links, trainings, schedules, and tasks, to communicate with the MES PMU team.
  • RAID Management:
    • Led the transition of risks and issues management into experimental phases that successfully merged ITD project-level risks and issues into the DHB NCMT biweekly meeting; matched data fields and created cross-over columns to build the report feeding that meeting, and led the biweekly NCMT risks/issues meeting.
    • Provided initial responses to the IV&V CPA report related to risks/issues.
    • Maintained the risks/issues subplan to align with current operations.
Transformation Manager 2020 – 2022
NC Department of Public Instruction, Strategy and Transformation — Raleigh, NC
  • Provided portfolio and project management, tools, and coordination with the NC Department of Information Technology and DPI divisions by assessing the robustness of data and ensuring data analysis for projects and programs was complete and would pass scrutiny by the guiding coalition and stakeholders.
  • Collected data from all operations business units to create visual representations for the Deputy Superintendent of Operations, used to gain insight into departmental performance and guide actionable plans.
  • Reported to the NC State Board of Education on transformation efforts prescribed by the Ernst & Young report required for program evaluation relating to policies, rules, and regulations.
  • Planned, designed, developed, and implemented process improvement and organizational change: tracked and enabled initiatives using O365 Planner; coordinated the delivery of schedules, budget, and scope; planned workstreams by designing projects and initiatives using Microsoft Project Online; and provided insight to directors and initiative leads by monitoring trends, industry standards, and best practices from Lean Six Sigma and COBIT 5.
  • From April to October 2021, served as Chief of Business Systems Modernization, providing leadership and coordination between the education system LEAs, two vendors, and DPI to upgrade the financial and Human Resources applications. Identified and tracked strategic, operational, compliance, and reporting risks using risk metrics; carried out risk assessments considering long- and short-term success using risk priority numbers; built in agility and adaptability using Failure Modes & Effects Analysis (FMEA); and monitored risk through key risk indicators (KPIs) on a Risk Dashboard.
Business Intelligence Analyst 2018 – 2019
NC Department of Information Technology, Governmental Data Analytics Center (GDAC) — Raleigh, NC
  • Supported the NC GDAC NICS Service, which utilizes AOC and CCH data for reporting as required by law.
  • Criminal Investigation System Implementation — ICIS (Insurance Criminal Information System) Insurance Fraud Investigations Application Replacement Project (2019–2020):
    • Created as-is/to-be design flows for the requirements-gathering process.
    • Gathered, recorded, and tracked requirements in HP Quality Center.
    • Defined static and dynamic data values to be utilized in the application.
    • Laid out format and content-preparation instructions for the data fields within the interface.
    • Led user-interface testing and approval plans and summaries for a 3-phase implementation.
  • Analytic System Implementation — NICS (National Instant Criminal Background Check System) Non-III Felony Convictions Reporting Process Project (2018–2019): Part of GDAC's NC Gun Purchasing Disqualifying Analytics initiative, built in partnership with the SBI and NC Administrative Office of the Courts (AOC).
    • Led the effort, from the Business Intelligence Analyst role, to rework how felony criminal data flows into the data warehouse and how it is organized and analyzed prior to being reported to NICS.
    • Defined data requirements and report layouts for business review; created data designs and testing plans based on requirements.
    • Coordinated tasks through design, development, and UAT using Agile project management via JIRA, streamlining interconnected processes between the NC State Bureau of Investigation (SBI), GDAC, and the SAS team to ensure task dates, deliverables, and schedules were tracked and met.
  • Results: Delivered a service that dramatically reduced the risk of firearm transfer to felons prohibited by law from possessing them by closing gaps in the data sent to NICS. The processes implemented in Phase III closed gaps between the disparate criminal data sources of the Administrative Office of the Courts (AOC) and CCH (Computerized Criminal History Files); modeling these sources using comparative methods furthered the identification of new offenses, cases, and offenders that had previously gone uncounted. As of GDAC's 2021 legislative report, this initiative had identified approximately 72,052 NC offenders as ineligible for gun purchases.

  • Managed statewide rollout of the Permitium online registration and licensing platform, resolving implementation issues to the satisfaction of agency staff and industry stakeholders.

Continuity of the Permitium project was later addressed in the Private Protective Services Board's December 2018 minutes, which note that NC Department of Information Technology project management advisor Michael Blackwood provided implementation guidance informed by his prior work with McClamb as the project's previous project manager. NCAPI President Tamara Rabenold also addressed the board during this period with an association update.
